Four time sex offender, James M. Wappler, 38, of Sheboygan, was denied his appeal of a life sentence in prison after molesting a 10 year old girl in 2008.

Wappler originally pleaded no contest, and this crime involved a Wisconsin 'two strikes' clause in the state legislature that requires a life sentence in prison.  After sentencing, Wappler then claimed he didn't know about the required life sentence and appealed.

According the appeals court, Wappler had been notified numerous times of the life term penalty, but Wappler stated, “I understand that you may not have no choice but to sentence me to life, but I feel that I’d be discriminated against based on unfair application of the two strike law."  Others have not been subject to the clause in the past.

The court upheld Judge L. Edward Stengel's ruling on Wednesday morning.

One man is suspected to be behind five incidents of indecent exposure in the past year, says authorities.

The man has been described by several of the woman as being in his 50s or 60s with straight brown and gray hair and beard. All the incidents happened along one stretch of road usually in the late afternoon to early evening. Witnesses say that he would pull over in his car and be completely naked when he got out. A university student claims she was leaving campus when she saw a naked man standing on the sidewalk.

Several of the incidents occurred near a high school and members of the cross country team have reported seeing a naked man on their running route.
