Drive SMART, a summer program implemented in several areas across Wisconsin, has been a success for police departments once again. SMART stands for Sober, Moderate speed, Alert, Restrained and Thoughtful. The program, funded by a grant from the Wisconsin Department of Transportation, has seen steady increases in arrests whenever it is implement. In September of this year, for example, 362 drivers were issued citations, compared with 175 in September of 2007. Those numbers include 7 OWI charges, 227 speeding charges, and 47 operating under revocation or suspension charges.
