What is the difference between drug possession and intent to distribute?

Drug possession is defined as having illegal drugs in one’s possession, either for personal use, distribution, or sale. Distribution, or intent to distribute, means that a person is selling, furnishing, or delivering an illegal substance. Distribution charges may also be brought against individuals if controlled substances are found in large quantities, or if distribution paraphernalia such as scales, bags to sell the drugs in, or chemicals used to help create the substance are present.
